    its not that .. when u put 2 chemicals together to do a reaction their form and action changes for eg. Oxygen (alone) and hydrogen( alone ) are gases but when they are put together they make water also Sodium fluoride makes teeth more resistant to decay and bacteria that cause cavities.!!
